My ./autogen.sh --enable-tmpdir=/tmp ended up being ignored by ctags so ctags was always compiled with the TMPDIR value (nixos always defines TMPDIR when buiding software). I ended up doing ./configure --enable-tmpdir=/tmp and it fixed the problem.
